Amman, October 4, 2024
Today, October 4, 2024, the Arab Trade Union Confederation (ATUC) commemorates the 10th anniversary of its founding, an occasion for all its members to reflect on a decade of efforts, solidarity, and commitment to building a free and democratic Arab trade union movement—one that can adapt to the profound changes in the Arab region, navigate the rapid shifts in the economic and social landscape, and develop strategies to address emerging challenges.
These ten years have not been without difficulties and obstacles faced by ATUC and its member organizations, given their role as the first line of defense for workers’ economic and social rights. However, this period has also seen significant achievements, particularly in: Supporting member organizations’ efforts across various technical and political fields, enhancing the participation of women and youth in trade union decision-making, and fostering Arab trade union consensus on key regional issues through democratic trade union practices, in line with ATUC’s Constitution.
As we assess the current state of the Arab trade union movement, we recognize its growing influence and ability to engage with issues that were once the exclusive domain of political decision-makers. Through social dialogue, the movement has successfully shaped national policies on economic, social, and environmental issues, particularly those related to the Sustainable Development Goals (SDGs).
The achievements of ATUC’s member organizations—from Jordan, Tunisia, Oman, Palestine, Lebanon, Iraq, Bahrain, Morocco, Algeria, Libya, Yemen, Mauritania, and Egypt—are a testament to the power of solidarity and collective action. Among these successes, Palestine’s election to the Governing Body of the International Labour Organization (ILO) stands out as a milestone, achieved despite formidable challenges.
Moreover, this spirit of trade union solidarity has led to the formation of a strong Arab and international trade union front, which successfully pushed for Palestine’s recognition as a state on the ILO lists in late 2023. In September 2024, this same coalition enabled the International Trade Union Confederation (ITUC) to file a complaint against the Israeli occupation government for violating ILO Convention No. 95, which protects workers’ wages—a direct response to the Israeli government’s denial of wages to over 200,000 Palestinian workers.
The 10th anniversary of ATUC is also an opportunity to express our deepest gratitude to the ITUC for its unwavering support and belief in the unique challenges faced by the Arab region. The ITUC has recognized the historic depth of the Arab trade union movement, which stands alongside the most influential unions worldwide. We also extend our heartfelt appreciation to all leaders who have served within ATUC, each contributing to its growth, impact, and the advancement of the Arab trade union movement.
Long Live the Arab Trade Union Confederation!
Long Live the Arab Trade Union Movement—Free, Independent, and Committed to the Struggle!
