The Economic, Social, and Environmental Council noted in its evaluation of the compensation system for job losses that it managed to cover 77,829 beneficiaries from 2015 to 2020. It aimed initially at targeting 30,000 beneficiaries per year.
In this study, the Council proposed a comprehensive and gradual reform of the compensation system for job losses to include both an insurance and assistance system.
The study, also, suggested that the insurance system should include two parts. The first one would be devoted to unemployment insurance for wage workers. The second one would be an unemployment insurance devoted to independent workers.
