Lebanon: HRW denounces Council of State decision on new unified contract

In a new report, Human Rights Watch (HRW) revealed that the Lebanese State Council (administrative jurisdiction) has suspended the implementation of the new unified contract adopted by the Ministry of Labour on September 8.

In this context, the Lebanese researcher within the organization, Aya Majzoub, said that “the regime applied in Lebanon facilitates trafficking in human beings and violates all international conventions since the worker does not have the right to terminate his contract or to change his employer unless his guarantor (his employer) grants him written authorization; this practice refers to the idea that the worker is the “property” of the employer.”

Recall that following a complaint filed by the union of owners of recruitment offices of domestic workers, the Council of State suspended, On 14 October, the implementation of two decisions issued by the Minister of Labour of the Interim Government concerning the unified contract of employment for domestic workers and the wage deduction rate as an advantage in kind.

The recruitment offices based their complaint on “serious repercussions” that would have been caused by the two decisions in question. According to HRW, the Lebanese administrative jurisdiction has not taken into consideration the rights of migrant workers that must be protected by the State in accordance with international law.
