Morocco: Moroccan Labor Union Demands the Implementation of the Decree Raising the Minimum W age

The Moroccan Labor Union called on the Moroccan government to immediately implement the decree to raise the minimum wage starting from July 1, 2020, according to a statement carrying a set of updated analysis about the situation of the Moroccan working class due to the repercussions of the pandemic.

The Moroccan Labor Union said in its statement that the workers have been actively involved in the continuity of production and the protection of the economy despite the risks they may be exposed to, and today they face the repercussions of this pandemic economically and socially.

The statement could be summarized in the following number of focal points, including:

– Despite the workers’ right to obtain recognition for their sacrifices and efforts, the employers’ representatives, after they led a campaign to postpone the increase of 5%, which must enter into force on the 1st of July, according to the tripartite agreement of April 25, 2019, they made a move that was not preceded by a unilateral decision allowing themselves to postpone this increase.

As for the aspect of implementing the decree, the text of the statement said:

– The effect of applying this increase by 5% of the SMIG is only equal to “67 centimeters” per hour or 128.44 dirhams per month, if work is done during 191 working hours per month, this effect is considered small in itself. For the SMAG agricultural sector, a 5% increase in the minimum wage is only 3.83 dirhams per wage for a 12-hour workday.

 

– Eliminating the right of the worker to raise from the already low minimum wage will further deteriorate the purchasing power of multiple classes of simple wage

workers, including temporary workers, handling workers, textiles, foodstuffs, workers, agricultural workers, etc.

 

– The harm to the income of male and female workers is incompatible with fairness, equity and the economic philosophy to confront the crisis, and as a result there is an inevitable application of legal and contractual obligations to protect income and enhance the purchasing power of the employee.

– Most companies do not comply with the minimum wage obligation, and the best evidence for this is that only 47% of the employees are permitted to have less than the minimum wage at the National Social Security Fund, if ever there is a declaration process.

 

In the context of these demands as well, the statement also noted that:

The Moroccan Labor Union, as a responsible national union organization:

 

1 – Appeals to the government not to be complacent to the pressures of some stakeholders, and calls on the government to ensure the implementation of the second part of the increase in the minimum wage in all sectors, as of July 1, 2020.

 

2- It mentions the highness of the law and raises the attention that no one can legislate in the place of the competent authorities, and the government apparatus that had been approved by virtue of the decree of increasing the minimum wage in all sectors, starting from the July 1st 2020.

 

3- The Moroccan Labor Union, makes a warm appeal to all employers to show the national spirit and solidarity among the different segments of society, and the fairness for workers in this difficult circumstance that the country is going through.

4- The Moroccan Labor Union calls on all union representatives, wage delegates and all national and regional professional union bodies to require employers to apply the second part of the increase in the minimum wage and ensure that they are indeed implemented.
