Algeria: Call to freeze external recruitments and the resumption of early retirement

The Algerian newspaper ‘Achourouk’ said that the deputy Massoud Amraoui called on the public authorities to set up urgent mechanisms in order to apply the operations of integration of the employees of the pre-employment contracts. The deputy also called for the resumption of the early retirement scheme, which is not conditioned by a specific age, and for the freezing of external recruitments for one year in all sectors.

Massoud Amraoui considered that operations to integrate employees in social activity are difficult to carry out – because of the large number of workers concerned by the issue – and gave the example of one of the education departments which employs 4,000 contract workers while vacant positions, before integrations, were only 290. For the deputy, only the resumption of early retirement and the freezing of external recruitments can open vacant positions (mainly in education) in order to recruit employees on pre-employment contracts.

In addition, the deputy affirmed that the operations of integration of the employees of the pre-employment contracts will not be able to be carried out in the long term in view of all the obstacles which face it and, especially, in view of the practices of the ministry for Education and those of the Ministry of Higher Education and Higher Research.
