Iraq: Details of the procedures for converting daily employees to contractors in all government institutions

At its meeting held on the 8th of September, the Council of Ministers decided to adopt a mechanism for the treatment of contracted employees in all government institutions.

The text of the decision included the implementation of the procedures for the transfer of daily workers to contractors for those who have been employed for a period of at least one year as daily workers. Appointment of daily workers by ministerial or administrative orders is suspended unless in accordance with operating forms and provided that the duration of the employee assignment does not exceed three non-renewable months.

The Federal Office for Financial Control will determine the number of contractors and day employees in the current expenditure, investment projects or the employment expenses of the ministries and regional bodies. Workers will be assigned according to their qualifications, salaries, years of service, and the Office will coordinate with other services to provide the Department of Retirement and Social Security with electronic or paper data by 30 / 11/2019 in order to complete the general census of the number of employees.

Moreover, ministries, bodies not attached to ministries and governorates shall prepare by 30/11/2019, tables showing job description of posts for which appointment contract is needed ( required number, qualification, specialization and experience). These tables shall be submitted to a committee composed of the Ministry of Finance, the Budget Department, the Ministry of Planning and the General Secretariat of the Council of Ministers for review. Violators shall be subject to legal accountability.
