Kuwaiti MP Safaa al-Hashem described the matter as "crime and disaster", saying that the report proves that the Kuwaiti government is not serious in the policy of "replacement" (the introduction of Kuwaitis instead of expatriates in government jobs(.

Al-Hashem said in an article that "the report confirms the issuance of about 98 thousand new work permits to Egyptian citizens, mostly without a university degree.."

The controversy opened the door to questions about the impact of this situation on Egypt, if the Kuwaiti government responded to the request of deputies.

In 2017, the Kuwaiti government developed a "Kuwaitization Plan" under which foreign workers would be laid off from a range of government jobs.

The plan aims at increasing the recruitment of Kuwaiti employees between 70 and 100% of the total workforce in the civil service, to reduce the repercussions of the decline in oil revenues, which in turn raised unemployment levels.

According to recent statistics, the Kuwaiti labor force in the labor market rose to 17% against a decline in the number of foreign workers.

This controversy comes amid the description of the decision to nationalize public jobs as racist.
