The e-learning teachers of the National Office for E-learning asked for the urgent intervention of the Minister of National Education, Abdel Hakim Belaabed, to implement the basic law for the sector's users, stressing that they have become multi-service agents despite their specialization (online teachers).
More than 160 teachers in the middle and secondary schools sent a letter of grievance to the Minister of Education stating that their suffering had begun, since their appointment as teachers, according to the Executive Decree 08-315 of 11 October 2008, which included the Basic Law for the education employees.
The teachers were surprised by the non-implementation of the decree by forcing them to carry out administrative and technical tasks without any document proving their changing of office. These tasks include the welcoming of learners, the completion of their files and the saving of their data during the three-month registration period "September, October, November” and sometimes extended until December, in addition to their pedagogic tasks of preparing materials and lessons using "videos, pdf, and PowerPoint," which are delivered to half million online learners.
The teachers also explained that throughout time, they found themselves forced to go out on vacation for just one month each year (August , like administrators) although that they are supposed to have the same system of holidays like in the educational institutions, during the months of July and August; as it is students’ holiday, and the e-learning website closes immediately after the announcement of the results of school examinations, i.e. during the month of July.
The teachers stressed that they suffer also of the delay in their appointments, which reached five full years instead of one year as stipulated by the laws of the Republic. In fact, the administration does not give any attention to the teachers’ appointment, thus, they are forced to follow all the procedures of their appointment by themselves. Moreover, they stated that regarding their promotion, they have participated only once in the professional examinations’ bureau, since 2010 until 2019, which led to the loss of many years in their careers, without benefiting from any promotion.
