The Egyptian parliament approved a bill submitted by the government , on Saturday, to set a minimum salary increment for those who are covered by the Civil Service Law and to grant a special allowance to the workers, who are not addressed with the Civil Service Law, as well as to set a financial allowance for the state employees.
The local media highlighted that the bill set a minimum value of the salary increment for the employees included in the Civil Service Law, in accordance with Article 37 of the Civil Service Law promulgated by Law No. 81 of 2016, which stipulates that "the employee shall receive an annual the salary increment on the 1st of July, following one year of work, by 7% of the basic salary. Moreover, this percentage should be reviewed periodically and on a regular basis.
The bill also includes provisions stipulating the establishment of a special allowance for the state employees, who are not addressed by the provisions of the Civil Service Law, starting from the first of July 2019, estimated at 10% of the basic wage of each of them on 30/6/2019 and on the date of appointment, for those appointed after this date
A minimum amount was set for these two allowances at £ 75 per month to maximize the benefit of the minimum wage earners. The bill also stipulates the provision of a monthly incentive for the state employees, who are addressed by the Civil Service Law promulgated by Law No. (81) of 2016, as well as the workers, who are not addressed by the provisions of the Civil Service Law, whose labour affairs are governed by special laws and regulations, starting from the first of July 2019. In addition, the bill includes the provision of a special grant to the employees of the public sector companies and the workers in the business sector.
The bill sets out controls to prevent the possibility of combining the special premium provided in accordance with this law and the salary increment, which will start on July 1, 2019.
