The Center for Trade Union & Workers Services stated that the ILO had issued a letter to all the member States about the preliminary list of the cases that could be discussed before the International Labour Conference, regarding the implementation of standards [CAS] at the next ILO’s conference. In fact, this list is known to be a “long one” as 40 cases are supposed to be discussed by 24 countries, at the conference.
This list included Egypt's case concerning the implementation of Convention No. 87 concerning the trade union freedom and the protection of the right to organize.
In its communiqué issued on Saturday, the Center for Trade Union & Workers Services highlighted that the experts’ committee on the implementation of conventions and recommendations [CEACR] decided at its meeting on 23 March to give the governments included in the list, a second chance through informing the committee of the new developments, at least two weeks prior to the International Labour Conference.
The independent trade union organizations have already addressed the relevant official bodies, highlighting that the practices of the Ministry of Manpower since March 2018 have been considered as a violation of the law and abuse of power. The ministry and its directorates refrained from carrying out their duties.
The Center for Trade Union & Workers Services expressed its concern about the repercussions of such practices, particularly after the report of the committee of experts on” the implementation of conventions and recommendations. The committee expressed its "deep regret" that "despite the efforts over many years to achieve consensus between the legislation and the convention, some provisions of the Trade Union Organizations Law led to serious obstacles to exercise the freedom of association, for all workers. In fact, the situation aggravated following the Ministry's responses to the committee’s observations, which seemed to be unconvincing and sometimes illogical, which led the committee to ask for other details.
