Egypt: The Committee for the Defence of the Trade Unions’ Freedoms affirms the right of general trade unions to form administrative committees at workplaces

The Committee on the Defence of the Trade Unions’ Freedoms and Labour Rights held its weekly meeting, last Tuesday. The meeting dealt with the publication issued by the Ministry of Manpower for its provincial directorates for establishing administrative committees of the trade union committees of the Egyptian General Trade Unions and adopting temporary boards for the trade union committees, which do not belong to the trade unions, until the upcoming trade union elections in 2022.

The committee criticized the publication as it is contrary to the Law of Trade Union Organizations and Protection of the Right to Organize 213 of 2017, which did not mention in any of its articles the possibility of forming administrative committees under any circumstances, pointing to the need to clarify the violation of the text of the law.

The participants emphasized that the general unions were granted the right to form administrative committees at various work sites, giving them the right to choose workers' representatives without the consent of the workers themselves. Moreover, the publication did not refer to the trade union committees established after the union elections, that took place several months ago. The labour force’s directorates in the governorates refuse to accept their papers, asserting that this publication partially solves the problems of the trade union committees, which have succeeded in settling their problems and failed to hold elections.
