The ministry issued a circular stating that any bill that includes the hiring of employees who receive their salaries from the general budget of the state, without specifying the rules for determining their salaries determined by the public treasury makes the project is contrary to the constitution, in accordance with Article 128.
It stressed that the draft law should regulate the rules for determining the salaries of employees whose grades are proposed to be transferred to the state budget account. After the completion of this procedure, there is no objection to take the project into account after taking the opinion of the Ministry of Finance.
