The 2020 “State of the Country” report issued by the Economic and Social Council of Jordan showed that governmental orders on the defence of the labour market includes few clauses that do not conform to its ultimate goal, that of protecting and supporting employers and workers.
The report stated that the primary objective of the orders, preventing dismissals, was not accomplished, which is primarily due to the government’s decline from preventing the termination of workers’ services and its decision to resume the activities of most sectors starting from early May 2020. Many institutions claimed they cannot work at full capacity, meaning that many workers will lose their jobs.
In this regard, the report criticized the government’s limited interference between workers and employers by suspending the articles of the Social Security Law and the Labour Law “so that it does not become responsible for any financial costs.”

The report concluded that disrupting Article 53 of the Social Security Law that deprives the unemployed workers of their insurance rights is not justified unless the government is not willing to commit to any financial obligations from the unemployment fund towards the unemployed.
The government justified its position by claiming that unemployment, in the context of the pandemic, is only temporary.
