Saudi Arabia: towards the abolition of the kafala regime?

Several Saudi media sources have reported that the kingdom plans to cancel the kafala regime for the recruitment of foreign workers to replace it with a new contract between employers and employees.

The same sources indicated that the Department of Human Resources and Social Development would announce next week this new initiative to improve labour relations between the employer and the foreign employee. He added that this decision will come into force in the first half of 2021.

The kafala regime regulates the labour relations between the employer and the foreign worker who does not have the right to change employers. Several human rights organisations claim that this regime exposes workers to several forms of exploitation.

More than ten million foreign workers reside in Saudi Arabia where they work under the kafala regime, which requires them to obtain a departure visa when they decide to leave the kingdom.
