The Saudi Ministry of Human Resources and Social Development announced a new initiative to “improve the contractual relationship” for private sector migrant workers. This initiative, announced after reports that the kingdom intends to abolish the kafala regime, will enter into force on 14 March 2021.
In a news release, the department explained that “this initiative is one of the initiatives of the National Change Agenda. It aims to help achieve the Ministry’s objective of creating an attractive labour market and developing human skills and the working environment.”
The Ministry added that this initiative brings together a number of key services including occupational mobility and the development of procedures for entry and exit. It will cover all migrant workers in the private sector and will take into account the rights of both parties to the contract.
