The head of the Economic Committee of the Egyptian National Council for Human Rights, Kamal Abbas, has demanded that the registration of the temporary employment grant for those who were not able to meet the conditions issued by the Ministry of Manpower be registered for the first time registration so that they could obtain the exceptional grant like their colleagues.
This was a memo he gave to Council Chairman Mohamed Fayek last week on the economic and social conditions of workers in the informal sector in light of the Coronavirus pandemic.
In his memo, Abbas indicated that many uninsured temporary workers have been laid off, thousands of workers in tourist establishments have lost their jobs, as well as cafes and restaurants workers, while all the daily workers are suffering from lack of sources to their livelihood and are literally exposed to potential starvation.
The Central Agency for Public Mobilization and Statistics estimated the number of daily workers at about 5.6 million workers in Egypt, in addition to about 277.000 daily workers and 233.000 seasonal workers inside government installations, in addition to these numbers about 609.000 seasonal workers, and 3.7 million intermittent workers in the private sector.
Abbas continued: “We were surprised by the hundreds of workers who are eligible for the grant, they contact us and seek help from their inability to register due to the short period specified and the availability of one website affiliated to the Ministry of Manpower, which created a crowding issue, and thus the inability of thousands of workers to register before the deadline for specified registration on the site.”
The memorandum identified several claims, the first of which is to include these groups despite not meeting the conditions of the Ministry of Manpower by obtaining this support like the rest of the workers in the sectors mentioned in the Ministry’s decisions, and the treatment of the insured and registered with the Social Security Fund for workers, who are about three million working in bakeries, land transport and contracting, on the condition that this is disbursed from the unemployment insurance account, which is in line with the Social Insurance Law and also with the International Labor Organization (ILO) Agreement No. 102 on Social Security Standards.
The memorandum also called to ensure that workers in the informal sector are temporarily exempt from electricity, water and gas bills until the end of this crisis and its economic implications, as well as an appropriate exchange of
compensation for each unemployed who loses his/her job or his job because of the current situation.
