In a report presented by Shaher Saad, Secretary-General of the General Federation of Palestinian Trade Unions, on the situation of Palestinian workers in the occupation labor market to the ILO delegation who visited the region last week to investigate the conditions of work of the Palestinians, Saad talked about permit brokers.
“Saad” defined the permit brokers as criminal groups that traded with the knowledge of the "Israeli" government and the efforts of the workers and their race, and flourished outside the law and outside the agreements signed between the Palestine Liberation Organization and “Israel”, including the Paris Economic Agreement, especially Article (37) , which specified A reference for entry and exit of workers to and from “Israel” in the employment offices of "Israeli" and Palestinian, and not brokers selling permits or others, and in violation of International Labor Agreement No. (101), which does not allow the worker to obtain a job opportunity for money.
Saad stressed that these individuals are subjects of prosecution by the General Federation of Palestinian Trade Unions, which resulted in the decision of the Palestinian government to pursue them on October 14, 2019, and many of them were arrested, and they are now before the Palestinian judiciary.
It is well known that brokers selling the work permits have formed a new market that is not controlled, as it is outside the scope of the law, and it is a dirty, unclean market, in which exploitation, extortion, subjugation, and humiliation of workers are exploited, which is a common market between Israeli and Palestinian beneficiaries, during which they sell work permits to whom It is required from the Palestinians, in exchange for an amount ranging between 550-700 dollars per month for each work permit.
Likewise, the “Israeli” employers who benefit from Palestinian labor are not innocent of this moral crime, as they are partners with brokers on both sides, and a major part of the dirty process according to their regions, benefits and the amount of revenue expected from their employment.
