Experts in the field of labor policies stressed the need to improve government policies so that the employment file is not confined to the Ministry of Labor, as this file is the responsibility of all ministries.
The Ministry of Labor began in mid-September last to implement procedures to regularize and reconcile the situation of foreign workers in conflict after the system of fees for work permits for non-Jordanian workers for 2019 was published in the Official Gazette.
With regard to the system of fees for work permits for non-Jordanian workers and the permit for self-employment in the agricultural sector, the news site "Al-Ghad" reported, citing the positions of a number of experts, that these fees are very high and exaggerated and will put the migrant worker under great financial pressure, required to re-examine the fees for free permits.
While the Director of Tamkeen Center for Support and Support, Linda Kalash, saw this as a step forward in the field of Jordan's commitment to international covenants and treaties criticizing the sponsorship system, stating that work permits for migrant workers currently in force reinforce the sponsorship system even though the term does not exist in Jordanian legislation, but holding the worker responsible for not Renewing a work permit, which the Labor Law states is the responsibility of the employer, strengthens the sponsorship system and permits workers to obtain a free work permit, which will disassociate the worker from one employer.
However, Kalash emphasizes the necessity of clarifying some points in the system, such as the importance of having an employment contract between the worker and the employer clarifying the rights and duties of the two parties, provided that the inspection is activated by the Ministry of Labor on the commitment of both parties to this contract.
On the other hand, experts believe that the high cost of the daily-worker's permit (free permit) set by the system by 2000 dinars, will often reduce the effectiveness of this permit in controlling and regulating expatriate workers, and the reluctance of workers to go to obtain it.
It is noteworthy that the Cabinet agreed on this point and reduced the fee for daily work permits for daily workers (free pass) to 700 dinars in the agricultural sector instead of 1500, and 900 dinars in the construction, loading and unloading sector instead of 2000 dinars.
According to a statement issued by the Ministry of Labor, whoever issues this type of permit and corrects his status during the period of conciliation and regularization of the conditions of the incoming expatriate workers will benefit only from the reduction, where the fees for
the daily work permit will return as they were after the end of the correction of the conditions (1500 dinars for the agricultural daily permit, and 2000 JD for the structural, upload and download permit).
