A widespread anger regarding the official report on the Moroccan rural movement (Hirak Rif)

The first official report issued by the ministerial representative responsible for human rights, Ahmed Shawki Benyoub, entitled "Al-Hoceima events and the protection of human rights," sparked a widespread controversy among the detainees’ families and some human rights organizations. In fact, the latter expressed in a statement that this report ”is biased and totally contrary to the truth.”

The statement stressed that the report’s structure is imbalanced as the contents of each of the first section (facts and qualitative data), the second section (the trial of Casablanca and guarantees of a fair trial), and the third section (the work and efforts of the authority and the constitutional institutions) are in contradiction with the sixth section( conclusions and recommendations ). Moreover, it stated that the report lacks a precise methodology regarding the issuing of social topics’ reports including: the objective statement of the problem and the chronological events, the monitoring of violations, as well as the monitoring of unreliable sources.

According to the statement, "the report’s drawbacks are mainly represented in the selectivity of facts and data, in favour of the authorities and in violation of the rural movement’s (Hirak Rif) members’ dignity." It also stressed that " the report avoided talking about the rural movement’s (Hirak Rif) and tried to justify this by academic reasons, making it looking like any other ordinary protest, while this movement is of highly importance as it is the voice if all social categories and classes, in all regions.

The organization representing the rural movement’s members’ families stated that "The security services have been monitoring and preventing the activists and their peaceful protests, since the beginning of the movement. In fact, they dispersed a partial strike, in the big square on the 4th of January 2017, using excessive force with the help of the local authorities, the municipal council and some opportunistic associations in the city. Since the beginning of the movement (1/12/2016), the Attorney General in the Court of Appeal in Rabat has issued a decision to spy on a number of people. Thus, we can conclude that the state was proactively spying on people, even before the formation of the movement. "
