The Democratic Confederation of Labour (CTD) said that the Executive Office sent a letter to the Prime Minister, in which it denounced the non-taking into account all the necessary issues that should be included in any social agreement.
The central union pointed out in its communiqué, last Thursday that it reached a draft version of the agreement. However, it pointed out that the prime minister, Saad Othmani, refused to include the proposed issues within the agreement. Thus, the union decided not to sign and withdraw from the dialogue session.
In its letter to the Prime Minister, the Democratic Confederation of Labour (CTD) stressed that the employees’ wages should be increased by 400 and 500 dirhams, as well as an increase in the minimum wage by 10 per cent and family allowances of 100 dirhams for three children, starting from the 1st May.
The central union confirmed that the draft agreement includes the trend towards the payment of the wages’ increase on the 1st May, the minimum wage and family compensation in July.
It considered that a new agreement could not be signed, while many of the points agreed upon in the April 26, 2011 agreement were not met, noting that the proposed draft agreement did not mention them as well. In fact, their implementation, as stated in the agreement reached eight years ago, is the responsibility of the unions, the government and the ‘Patronat’. Moreover, the union insisted on the implementation of the previous agreement, during the period in which the new agreement will be in force.
Besides, the union stressed the need to substitute the word "consultation" with "dialogue and negotiation", stressing that all the social laws should be referred to the dialogue table.
It stressed the revision of the income tax in order to improve the income of employees and wage earners, stressing the revision of the income tax and the exemption of the retirees' pension from the tax in the next draft finance law.
On the other hand, the confederation insisted on the need to diffuse the outcome of the April 26, 2011 agreement as a token of trust between the unions and the government, which was not accepted by the government, thus, it led to the withdrawal from signing.
