The exemption of the Egyptian workers in Lebanon from social security contribution

The Lebanese newspaper, "Al Akhbar", reported that the director general of the Ministry of Labour issued a decree that exempts Egyptian workers from contribution to the National Fund for Social Security; therefore, the contribution receipt is no longer a required document to obtain a work permit.

In this context, a number of the board of directors confirmed that this decision is contrary to four laws, a decree and the former ministers of labour’s decisions, since the foreign worker is subject to the Labour and Social Security Law, but does not benefit from them only if his/her country treats Lebanese workers similarly.

On the other hand, the Labour Law stipulates that the provisions on the foreign workers must be implemented, in particular Article 59, which stipulates that all foreign workers must get a work permits, except for the Palestinian workers, who work according a special law.

The members of the board of directors ask for the reason behind the distinction between the Egyptian, the Lebanese and the rest of the foreign workers, and wonder about the fund losses, which is to be derived from thousands of contributions from Egyptian workers. It worth noting that the law of the House of Representatives is higher than the institutions’ decisions.
