According to the High Commissioner for Planning: the majority of wage earners in Morocco do not have employment contracts

A report by the High Commissioner for Planning on the basic characteristics of Morocco's active population revealed that the labour market in the kingdom is poorly organized and protected, as nearly 60 per cent of the wage earners are without contracts.

According to the data in the memorandum, approximately six out of ten (59.4 %) do not have employment contracts, that would organize their relationship with their employer, only 7.1 % have oral contracts, whereas 8 % have contracts with a specific duration and 24 % have contracts of unlimited duration.

According to the same document, the proportion of the wage-earners who do not have employment contracts is 79.7% in the rural areas, whereas it is 52.1% in the urban areas, 48.8% for women and 62.1% for men.

The absence of the employment contracts is affecting mostly the young people, who have no diplomas, and who are classified by the High Commissioner's Office as the most vulnerable in the labour market.

According to the same document, young people under the age of 25 are more likely to work without contracts, with an employment rate of 21.2%. This rate rises to 45.7 per cent for adults of 45 or older.

Young people without diplomas have the lowest contract rate (20.8 per cent) compared to the certificates’ holders, particularly those with high diplomas who have a rate of 77.2 per cent.

The weakness of protection of the youth in the labour market in Morocco is also reflected in the fact that a large proportion of them are unemployed. The youth category, under 25 years of age, which is the most vulnerable to this type of employment is 45.5 per cent.

The figures of the High Commissioner for Planning show that women are the most vulnerable to work in unpaid jobs compared with men. In fact, the proportion of active women working without salaries is 38.9 per cent, while men do not exceed 9.5 per cent. Moreover, the percentage of rural women rises to 70.5 per cent.
