A study conducted by the Kuwait Society for Human Rights in November revealed that domestic workers in Kuwait, as well as employers, are not sufficiently aware with the provisions of the Domestic Employment Act No. 68 of 2015 and indicated that they are ignorant about how to deal with the provisions and procedures stipulated in the law.
In its study, the Kuwait Society highlighted that the awareness of domestic workers and employers and their commitment to the law enforcement is one of the most important indicators of the effectiveness of the law and concluded that the law did not reach the required addressed sectors. In fact, 62.2% of employers, who were included in the survey are not aware that the domestic workers law exists, despite the fact that more than three years have passed since the law’s issuance, while 71.59 % of domestic workers do not know about it.
On the other hand, 91.9 of the surveyed employers claimed that they retain the travel documents and papers of the domestic workers, despite their will to have a law that would regulate their relationship with the workers and recruitment offices, which is considered as a law breach.
Regarding the opinion of the recruitment offices’ owners covered by the survey, 86.95% of the respondents consider that the law failed to achieve a positive relationship between the recruitment offices and the employers of domestic workers. Moreover, 78.25% said that the requirements for issuing and renewing work permits for the recruitment of domestic workers in the law are unfair and complicated.
