Jordan: Cumulative problems for the municipal workers

The Independent Trade Union Confederation for the Municipal Workers of Jordan called for the improving of the working conditions of the municipal workers and approving on the Provident Fund which stipulates the end of service benefits according to the proposal of the draft system sent to the municipalities by the ministry and the activation of the housing fund and social solidarity, as well as, the granting of temporary workers permanent employment.

It also called for the establishment of a Saturday holiday, like the rest of the institutions, and the payment of the renumeration provided in the civil service system, which ranges from 20% to 60% of the basic salary. Moreover, it called for the reviewing of incentives and bonuses, the standardization of the mobility allowance to 20 dinars, the creation of a clear job description card in addition to the housing of the formations table workers and the establishment of a public safety department in all the municipalities under its organizational structure.

The unionist party stressed that the municipal workers have suffered for a long time from the inequities and inequality comparing to the other state institutions. In fact, they have repeatedly called for meeting their rights, warning at the same time to resort to all the means provided by the law and international agreements if their demands are not met.

In the same context, the Phenix Center for Economic and Informatics Studies confirmed in a report the weakness of the occupational health and safety conditions in the municipalities of the northern region, where occupational injuries and diseases are very common, especially for domestic workers, pesticide workers, workers of electricity maintenance, drivers of waste compressors and agricultural workers due to their work in unsafe zones as a result of their handling of waste, spraying equipment and fertilizers.

It should be noted that the Independent Trade Union Confederation for the Municipal Workers of the North and the Independent Trade Union Confederation for the Municipal Workers of the South have been established and agreed on the formation of an independent union for municipal workers based on the Jordanian Constitution, which supports the formation and freedom of trade unions and complies with the provisions of the two International Covenants: the International Covenant on Civil and political Rights and the International Covenant on Economic, Social and Cultural Rights.
