Due to the absence of a concrete participatory approach: the Moroccan Unions boycott the “Health 2025" plan

The Democratic Confederation of Labor (CTD), the General Union of Moroccan Workers (UGTM) and the Democratic Labor Federation (FDT) decided to boycott the meeting on the "Health Plan 2025" organized by the Ministry of Health on Monday. This was due the ministry’s non-adoption of the participatory approach for the preparation in the organization of the plan, in addition to the absence of healthy human resources and their representatives in the sectoral unions, as well as, their absence in the first meeting, as it was for the introduction of the project to "experts" and partners.

The unions issued a joint statement stating that the ministry excluded the social partners who represent and express the concerns and expectations of the workers in the health sector, who will ultimately be entrusted with the success of implementing each strategy or plan that aims at developing the health system and providing quality services to citizens.

The trade unions added in their statement that they "do not agree with the approach adopted by the ministry (and we will not discuss the content of the plan here) and far from developing a national health policy stemming from a national health charter that would be the result of a real national debate." They describe what is happening as “this is again the repetition of the same fragmentation initiatives that may meet temporary constraints; but they will not help, as the required political will that would make health as a priority is absent. "

The statement added that the ministry does not want to involve trade unions and does not need their ideas, suggestions and opinions on the concerns of workers, pointing to "the lack of interest in health workers and human resources as the backbone of the health system."
