Is Doha serious about honoring its commitments to end the exploitation of the World Cup workers?

According to the French newspaper, “Les Échos”, thousands of foreign workers in Qatar are suffering from the difficult working conditions that reached even slavery. Moreover, it stressed that their situation is worsening, pointing to the criticism of the human rights organizations to Qatar.

The newspaper considered that the amendment of the laws adopted by Qatar regarding the regulation of the entry and exit of the expatriates and residents is not enough, while the human rights organizations denounced the unfair working conditions of these foreign workers in Qatar, which lead to the deaths of hundreds of them, especially in the construction sites scheduled for the World Cup of 2022.

It stated: "Although the Doha authorities’ claim that the amending of the law would settle the workers' crisis," human rights groups such as Amnesty International have confirmed that foreign workers in Qatar still suffer from exploitation.

Besides, “Les Échos” newspaper noted also that the Qatari government did not provide detailed information about the timing regarding the implementation of the law.

In the same context, the non-governmental organization “Sherpa” in Paris filed a complaint against the Doha subsidiary of the French company, “Vinci Construction”, in collaboration with the Qatari company “Diar”, to denounce the use of forced labor regarding the employment of the migrant workers in the construction projects linked to the organization of the World Cup in Qatar.

The Human Rights Watch Organization described the measures adopted by Qatar two days ago that allowed some foreign workers to leave as a measure taken by the Prince of Qatar, under international pressure, but it is a deficient measure that does not meet Qatar's commitments.

The organization revealed the circulation of parallel government instructions to the Qatari employers indicating that the timing of the new law implementation is still unknown regarding the number of those who will be allowed to leave, and the lists of names that will be provided by the sponsors to the government, in advance on the grounds of "secret information". Moreover, it pointed out that the new law contained exceptions for certain categories of foreign workers. Thus, this law does not comply anymore with the international human rights standards.
