The Egyptian media reported that the Central Agency for Organization and Administration is reviewing the changing of the traditional working hours system in the governmental sector and replacing it with the implementation of the flexible working hours system for all employees of government agencies and institutions, according to a mechanism that ensures the regularity of the public work all the week except for Fridays, in addition to the cancellation of the Saturday leave in order to preserve the interests of citizens.
According to an official publication issued by the Central Administration of Research of the organization and administration agency, the flexible working hours system is an optional system that allows the employees to set their work days or specify their working hours or their work schedules, which requires their adherence and compliance with the specified hours of work, in accordance with the law as they should not be less than 25 hours and not more than 47 hours of work, weekly.
The proposed system is primarily based on ensuring the availability of the employees, as long as possible throughout the week by implementing the working shifts system. This system has completed a full conceptualization of the new working hours systems, while it is not yet decided whether its implementation will be mandatory for employees or it will let them free to choose between the different systems which suits their circumstances.
According to the proposed system, employees will be divided into groups whose schedule and working hours will vary according to the working shifts system, which is composed of four systems for dividing the working hours and days, mornings and evenings, including a system through which daily working hours are divided into two periods equally from 8 am to 2 pm and from noon to 6 pm for six days a week.
The second proposed system is based on daily work from 8 am to 4 pm for three days a week and four days leave, with a total of 39 hours alternately "Saturday – Sunday – Monday" or "Tuesday – Wednesday – Thursday".
The third system indicates that the work starts daily from 8 am to 6 pm for four days a week and three days leave for a total of 40 hours, while the fourth system is based on moving the daily working hours between 8 am to 5 pm, where groups start from 8 am to 3 pm or from 9 am to 4 pm or from 10 am to 5 pm.
