Algeria: The adoption of new qualifications regarding the recruitment of foreign workers in all sectors

The Algerian Ministry of Employment has decided to impose new qualifications on the recruitment of foreign employees and experts for more than 800 companies in different sectors.

These rules states that companies must prove to the competent authorities the necessity of the source through a technical administrative report and that it should not include the required competence in Algeria for the cases of engineers and technicians through a report from the local operating agency. The third condition is a memorandum of appointment signed in Algeria.

These measures came in the framework of an investigation conducted by the Algerian authorities on the exploitation of employees and workers’ recruitment with huge wages and smuggling operations of hard currency, where it has been proven that between the years 2008 and 2014 some of the employees of foreign companies operating in the country have gotten unreasonablewages. Aboveall, foreign companies and even some Algerian privatecompaniescame up with huge data about the cost employees’ residence, especially in oil and gas companies in the south.

The Algerian authorities also aim through these measures to increase the proportion of Algerian employees and experts in foreign companies in order to reduce the unemployment rate. These companies have proven that they are recruiting workers from abroad. Whereas, there are thousands of unemployed Algerians, whoare graduates of hydrocarbons, mechanical engineering, electrical engineering and industrial chemistry.
