The Omani Minister of Manpower issued a ministerial decree to stoptemporarily the importation of non-Omani manpower in a number of professions specified by the Ministry.
According to a report published by the Omani newspaper «Athir», the decision was based on the Labour Law issued by the Royal Decree No. 2003/35, and Royal Decree No. 2004/76 defining the terms of reference of the Ministry of Manpower and the adoption of its organizational structure.
The Omani newspaper pointed out that Article I and II of the Labour Law specified theprofessions that are suspended to issue permits.
The first article of the decree stipulates the suspension of the permit to bring the non-Omani labour force temporarily in the private sector establishments for the professions specified in the annex attached to this decision for a period of six months.Permits issued prior to the date of this decision shall continue to be valid until the expiry of their term.
Article 2 states that this decision shall not apply to establishments owned by full-time employers for management, registered with the General Authority for the development of small and medium enterprises, insured by the General Authority for social insurance.
The sectors that prevented the Sultanate of Oman from welcoming foreign workers include ten sectors: information systems, accounting, finance and sales, marketing and management, human resources, insurance, journalism, medical professions, aerodrome professions, engineering and technical professions.
